DEP Official Gets Earful At Hearing

Stock Option Trading Opponents of a proposed condominium complex, project name Seaboard Walk Condos, to be developed by Beach Avenue Associates and slated for the corner of Beach and Patterson Avenues here turned out en masse for a spirited CAFRA permit application hearing in Cape May City Hall last Thursday.

Parmalat USA, which operates the Farmland Dairies plant, has requested a hearing to challenge the fine. Company officials did not return phone calls Wednesday. The violations were discovered during a routine inspection on Sept 6, 2001. DEP officials do not know how much, if any, of the mishandled materials may have polluted the Saddle River, which flows into the Hackensack River. By Colleen Diskin

Currency Day Trading Much of the resistance last week centered on the project's density. Twenty three three-story town homes including garages, 59 parking spaces, a swimming pool, and a pool building are currently proposed for the just over two-acre site, one of the few beach front green spots remaining here. Questioned as well, the project's effect on freshwater wetland habitat. Nearby property owners also fear storm water runoff from all that impervious surface, 63 percent impervious cover on a site where 70 percent is permitted. Many believe the project will exacerbate the area's recurring storm water drainage problem.

but not the urban renewal project. However DEP spokeswoman Amy Cradic said no decision has been made on the NJ Transit site. She said that even if both sites are identical, the state must consider other factors before making any decisions. If there are no alternative locations, the DEP could approve construction on wetlands, officials said. The DEP has previously argued that the town can find another location for the urban renewal complex, although the township disputes that.

Financial Software Trading At present, the project lacks Planning Board approval, shot down in a nearly unanimous vote this summer after some board members voiced lingering doubts about the aesthetics of a proposed retaining wall, increased traffic, density, quesuionable fire fighting access for some units, loss of wetlands, and the effectiveness of a proposed on site storm water collection, storage and drainage system linked to an existing county system that's already inadequate.

unit project, Mr. Wolfe said DEP got an earful from the public on the subject. He said the thoughtful comments from residents had revealed problems the experts hadnt considered. Public participation had made a difference.

Online Stock Trading Company Neighbors agreed.

Illegal fishing can be reported to enforcement officers by calling (609) 2050 during office hours, or (877) DEP any time. Efforts to combat the illegal blackfish trade are hampered by inadequate laws and manpower, officials say. In the past two weeks, anonymous tips have led to the seizure of 170 live blackfish from Chinese nationals aboard party boats in Ocean City and Atlantic Highlands, but most of the trade goes undetected, said Joseph Meyer, a marine enforcement officer with the state Division of Fish and Wildlife.

Forex Day Trading Last week, Patrick Hickey, a senior environmental specialist with the NJ Department of Environmental Protection Land Use Regulation Program released an "initial appraisal," not a decision, on the project's CAFRA permit application. Hickey said the NJDEP will accept additional public comment, in written form, for a 15 day period, beginning Sept. 20. Interested readers may contact Hickey at the NJDEP, Land Use Regulation Program, P.O. Box 439, Trenton, New Jersey, 08625. The project file number is 0502-95-0004.6.

EPA officials and Ken Smith of the Coastal Advocate drafted the document. It was revised to omit the state of New Jersey's participation due to the New Jersey Department of Environmental Protection's desire to incorporate land use and regulatory requirements into the plan. The DEP objected to the "protection only" nature of the plans, borough officials said. The DEP could not be reached for comment, Monday.

Financial In Market According to Hickey's report, the project requires a CAFRA permit as it falls within 1,376 square miles of the Coastal Facility Review Act zone and it is located within 150 feet of the landward limit of a beach or dune. He said the CAFRA permit application process will consider information obtained at a noticed public hearing or submitted within 15 days of that hearing, and, if given final approval, the permit is conditioned on developers securing local approvals.

Stock Trading System Also at play, an already acquired DEP Freshwater Wetland General Permit to disturb or alter 4,760 square feet, 0.11 acres, of the "intermediate resource value" and "isolated" freshwater wetland which borders the north end of the site. Hickey said last week, a 50 foot buffer or transition area requirement has been waived for the project.

Day Trading Stock Tip An Army Corps of Engineers permit for minor discharge of fill material has already been issued.

Financial Forex Forex Software When the DEP's preliminary analysis report was released last week several requests for additional information were made, including information to demonstrate how the project will conform with applicable federal flood reduction standards, an accurate estimate on the expected quantity of water usage for the development with a relative comparison with the current groundwater withdraw of the city's water supply, and compliance with a CAFRA requirement for provision of bike racks to promote bicycle use for transportation and recreation.

Stock Market Trading Also from that report, the DEP's preliminary findings on project compliance in other areas were still pending, including results of a State Historic Preservation Office review, Cape May County MUA approval, and results of a Water Quality review and a Storm Water Management review being carried out by the DEP.

Day Lesson Stock Tip Trading Results of the public review are already in.

Financial System Trading "This is really going to be a problem," said Grant Street resident Bill Healey of storm water runoff. "Cape Island Creek doesn't flow north when you have a flood situation, it floods Grant Street. These gentlemen want to put something in, in total disregard of the neighbors. It can't be done at the expense of the neighbors. To me, it's a greedy situation. It's absolutely wrong."

Day Trading Future Another Grant Streeter, Tim Coller, said the area's current drainage system "can't handle the water."

Financial Forex Market Trading "This is going to aggravate the situation. Unfortunately, you are tying into a system that doesn't work," he told project engineer Brian Murphy.

Online Trading Stock And George Wilkie, 16 Patterson Street, said in a July storm, water backed "250 feet" up his street and wife Arlene agreed. She put on "yellow knee boots" to hang out the wash. "It's just too much. It's just too dense," she told DEP officials.

Day Trading Software One New Jersey Avenue resident, Janice Simms, wanted the DEP to hold developers' feet to the fire on the wetland buffer issue.

Financial Market Science "This is one project where you should hold fast to that buffer," she told Hickey. "If you had a 50 foot buffer around this property, you may not have so many people complaining."

Stock Trading Software The no-buffer-needed ruling also concerned Charlotte Todd, chairwoman of the city's Environmental Commission.

Emini Day Trading "Uphold your own regulations and preserve wetlands in Cape May," she declared.

Financial Sales Services Another Patterson Avenue resident, Jessie Weeks, also battling a plan for a retaining wall in front of her home, called wetland habitat south of Cape May Canal "globally significant." Her engineer, Michael Hyland of Ocean City, disputed the DEP's "isolated" freshwater wetland designation last Thursday, saying the area on site is part of a wetland system connected to Lower Cape May Meadows, considered to be of "international importance."

Forex Day Trading System "Patrick," Weeks said determinedly, "it's in your power to uphold the environmental laws of this state and to protect the freshwater wetlands. We are all counting on you to do so."
